About the Project YEeS

The project Youth Entrepreneurship Education and Skills / YEeS is a capacity-building project which aims to involve 5 youth organizations from the Western Balkans and EU: Youth 4 Society – Project Coordinator / Albania, Udruzenje Svetlost/ Serbia, Better Life in Kosova/ Kosovo * UN resolution, Udruzenje Mladi Volonteri/ Bosnia and Herzegovina and Udruga Za Mlade Alfa Albona/ Croatia, which work in the development of youth capacity and in particular in the context of entrepreneurial learning and boosting job-related skills. This project aims the promotion of entrepreneurship as competence and fosters youth entrepreneurship education through the non-formal education methodology. The project also seeks at fostering the participants’ awareness of the EntreComp framework to strengthen the capacities of young people and youth workers and create an enabling environment for innovation, employability and learning through entrepreneurial thinking and action in order to expand employment opportunities, self-development and actions for positive social change.  

Objectives of the Project:

  • To explore the understanding of entrepreneurship among young people, youth workers and related stakeholders in the consortium.
  • To introduce and promote entrepreneurship as competence and EntreComp as a tool to empower entrepreneurship to young people, and youth workers and mobilize related stakeholders.
  • To produce a practical manual integrating EntreComp with non-formal education tools and methods.
  • To develop capacities of youth workers and young people to apply and transfer EntreComp to their work with young people to nurture their personal and professional development, to actively contribute to social development and support youth to enter the job market.
  • To introduce youth entrepreneurship at the local level in disadvantaged areas.

Objective of TOR

The organization Youth4society is seeking to hire a Monitoring and Evaluation Specialist to design and implement a monitoring platform for the YEeS project and support its monitoring and evaluation processes. The specialist will also contribute to the overall implementation and delivery of the project’s goals.


Scope of Work

The Monitoring and Evaluation Specialist will work under the supervision of the Project Manager from Youth4society organization. Key responsibilities include:

  • Design and Development of Monitoring Tools:
    • Create and implement a digital platform for monitoring and evaluation tailored to the project’s needs.
    • Develop tools for data collection, analysis, and reporting.
  • Project Monitoring and Evaluation:
    • Monitor project activities to ensure quality and alignment with objectives.
    • Conduct evaluations and provide actionable recommendations.
  • Data Management and Reporting:
    • Ensure accurate data entry and analysis in the monitoring platform.
    • Support the preparation of project reports using monitoring insights.
  • Compliance and Quality Assurance:
    • Verify compliance with internal standards and national/EU regulations.
  •  


PROFILE OF THE EXPERT

Competences

  • Proven expertise in designing and implementing monitoring and evaluation systems for capacity-building projects.
  • Familiarity with the Erasmus+ program and EU-funded projects.
  • Strong understanding of data collection, analysis, and reporting methods.
  • Knowledge of the EntreComp framework and its application in youth projects is an asset.
  • High level of analytical and problem-solving skills.
  • Strong interpersonal and communication abilities.
  • Fluency in English (written and spoken).
  •  Advanced proficiency in digital tools, including MS Office and monitoring platforms.

Qualification and experience

  •  Bachelor’s or Master’s degree in a relevant field (e.g., Monitoring and Evaluation, Project Management, Social Sciences, or related disciplines).
  • Minimum 3-5 years of experience in monitoring and evaluation for development or capacity-building projects.
  • Demonstrated experience in designing digital monitoring tools and platforms.
  •  Previous experience working with NGOs and EU-funded initiatives.
  • Familiarity with non-formal education methodologies is an advantage.

EVALUATION PROCEDURE

The main selection criteria will be proven experience in the field, and familiarity with administrative, financial and project managing instruments.
